Federal international-development funding can offset these differentials when applicants document Quebec-specific cost structures. Eligible organizations must submit line-item budgets that isolate French-language instruction, regional travel, and incubator lease rates verified against provincial indices.
Applications succeed when they quantify how incremental federal dollars reduce the per-client cost gap between Montréal and outlying regions. Reviewers examine whether proposed incubators target sectors already present in Quebec supply chains, such as aerospace components or cold-climate food processing.
