The St. Lawrence River Conservation Initiative requires applicants to maintain water-quality sampling stations at minimum intervals of 15 kilometers, with data uploaded to the provincial MELCCFP portal within 10 days of collection.

Municipalities with populations between 8,000 and 25,000 along the river's south shore face the greatest implementation pressure, because they operate combined sewer systems that discharge an average of 1.2 million cubic meters of untreated effluent annually during spring melt. These communities must pair litter capture infrastructure with school-based monitoring programs that meet curriculum standards set by the Ministry of Education.

Funding supports deployment of autonomous turbidity sensors and community vessel patrols that record floating debris volumes at fixed transects. Projects must demonstrate coordination with the existing 23-station network managed by the St. Lawrence Global Observatory rather than duplicating equipment. Unlike Ontario applications focused on the Great Lakes, Quebec proposals must incorporate winter ice-cover sampling protocols to capture seasonal plastic transport dynamics unique to the freshwater-seawater transition zone.

Budget submissions require line-item justification for vessel fuel and sensor calibration contracts, capped at 18 percent of total award value. All data must be released under an open license compatible with the federal Open Government Portal.
