Quebec maintains the highest share of recent immigrants among Canadian provinces, with over 50,000 arrivals annually concentrated in the Montréal census metropolitan area. Provincial data from the Ministère de l'Immigration show that youth aged 15-29 from North African and South Asian source countries enter secondary and post-secondary systems with documented gaps in mathematics and computer science prerequisites averaging 1.5 grade levels behind Quebec-born peers. These gaps trace directly to uneven secondary curriculum alignment rather than general ability.
Youth facing this mismatch are concentrated in three administrative regions: Montréal, Laval, and Montérégie. Within these regions, 68 percent of secondary schools serving high-immigrant populations lack dedicated STEM labs equipped for project-based coding or data analysis. Workforce statistics from Emploi-Québec indicate that only 12 percent of locally available STEM industry mentors are bilingual in French and the primary language of the largest immigrant cohorts, creating an immediate language and cultural barrier to apprenticeship-style instruction.
The Quebec government’s 2023-2027 youth employment strategy explicitly ties funding eligibility to measurable improvement in provincial math and science exit exam scores for first-generation students. Programs must therefore submit baseline cohort data from the most recent uniform provincial assessments and commit to re-testing at program exit. Applications are required to demonstrate delivery capacity inside existing secondary or CEGEP facilities rather than standalone sites, because capital funding for new construction is not available under this stream.
Readiness assessment criteria further require applicants to document partnerships with at least two Québec-based technology employers that commit to providing paid internship slots or equipment loans. Unlike Ontario or British Columbia streams that accept national employer letters, Quebec requires the employer’s head office or primary R&D facility to be located inside the province and to hold a valid Québec tax registration number. This rule eliminates proposals that rely on remote national corporations without local payroll presence.
Organizations that meet these thresholds can allocate up to 40 percent of budget to bilingual digital platforms that adapt existing Quebec Ministry-approved mathematics modules for French-language learners. Remaining funds must cover direct instruction hours delivered by certified teachers or accredited community instructors rather than external consultants. Evaluation metrics are restricted to three indicators: change in provincial exam scores, number of participants completing an industry-recognized micro-credential, and percentage of participants who remain enrolled in a Quebec post-secondary STEM program the following academic year. Proposals exceeding these three indicators or introducing additional narrative outcomes are returned without review.
