Urban francophone arts groups in the Capitale-Nationale region report parallel gaps when attempting to recruit staff fluent in both Indigenous languages and provincial curriculum standards.

The funding targets these constraints by requiring applicants to document existing staff certifications and to outline recruitment plans tied to specific northern or urban districts. Projects must allocate at least 40 percent of requested funds to wage support for Indigenous instructors or youth mentors rather than general operations.
